  1. Elected representatives must agree that a boundary change is necessary before the question would go to the people in a referendum under Labor Party policy as described here. Hardly likely that state or local representatives will – they have conspired together both in and out of government to maintain the forced amalgamations and ensure that any change desired by the ratepayers is never given any weight in their deliberations. It is top down governance which presumes ignorance amongst the electorate and the right of government to decide what is best for all. If the Labor party was seriously interested in giving a democratic choice to the ratepayers – the ratepayers could initiate a referendum upon application to the boundary commissioner.
